The Constituency Development Fund (CDF) was introduced in 1995 by the Government of Zambia as a tool to decentralize development and ensure that communities across the country have direct access to funds for local projects. The goal of the fund is to support community-driven development, improve service delivery, and reduce inequality by financing small-scale projects identified by local stakeholders.

Initially, the CDF allocation was K30,000 per constituency, and over time, it was gradually increased. By 2021, each of the 156 constituencies was receiving K1.6 million annually.

A major transformation occurred in 2022 under the New Dawn Government led by President Hakainde Hichilema, which saw the CDF increased from K1.6 million to K25.7 million per constituency. In 2023, the allocation rose further to K28.3 million, and in 2024, it was maintained to support ongoing and new community projects.

Current Components of the Expanded CDF

The expanded CDF now covers a wide range of components:

• Community Projects – Infrastructure like schools, health posts, roads, boreholes, and markets.

• Youth and Women Empowerment Grants – Support for income-generating activities and entrepreneurship.

• Secondary School and Skills Development Bursaries – Funding for vulnerable learners and youths to access education and vocational training.

• Quick Win Projects and Emergency Interventions – Funds for urgent or small-scale needs that require immediate action.

Impact

The enhanced CDF has:

• Empowered communities to participate in development planning.

• Increased access to education, health, and economic opportunities.

• Strengthened local governance and transparency.

The CDF is now a cornerstone of Zambia’s decentralization policy, designed to bring development closer to the people and promote inclusive, sustainable growth at the constituency level.
